Bizarre - I noticed again that my Substack https://stories.aestheticnomads.com/ ranked very poorly in a Google search and I literally asked the question to the Substack chatbot. Here's the reply:
No, not all links in Substack posts are dofollow links. Substack uses nofollow links for external links to manage link quality and influence on search engine rankings. This means that while the links are clickable and will take users to the designated URL, they do not contribute to the SEO ranking of the target site.
I index all the posts, but I am unsure if this helps at all.
